durnedwolf's Japs took it in a PBEM a couple of turns ago. Soviets did not activate yet ...is there some sort of delay involved here? The manual states that any attack on a Soviet base result in immediate activation ... guess not.

What map are you using? Andrew's map has a few hexes that differ from the stock map. This might be one of them.

If you are playing a PBEM, just have him intentionally bomb someplace else since it seems to be buggy.

Perhaps it is. I never tested it. But I did do other tests - attacking a Soviet base is not enough by itself to trigger activation. The base has to be in a certain (hard coded) part of the map. That is why I specify a "Soviet Activation" house rule for anyone using my map. See the map documentation for details.

It's stock scenario 15 with stock map. Since it's on one of the Jap Islands I'm not gonna make a fuss about it. Who knows? Stalin might have let it slide for a while .... He kind of had his hands full with the Nazis in 1941/42.
