Normally, i keep things set to "Do Not Unload" until the ships are 1 turn out and/or do not have any land/dot hexes in the way. Even then, you can get surprises - witness Ron S's game against Irrelevant current thread. In that Irr. (Tony S) had troops unload at a spot despite having "Do Not Unload" activated.
