Escort missions are mainly for damaged ships so they don't split up on their own.
To have ships escort other ships, you can generally put them into the same TF (IE warships in a transport TF), or you can have the escorts (in either ASW or Surface combat) follow the transport TF. The one thing about following is that surface TFs may leave to chase a target if the TF commander is aggressive, and I think that during assault landings ships have to be in the transport TF to lend close shoreline fire support.
