Question about Urumchi Base (Full Version)

Using AB's excellent map, is the Urumchi base (North of Tibet) on the Russian or Chinese side of the boarder?
How amout the road leading to it, is the road on the Russian side or the Chinese side of the boarder?
It appears to me, that both are on the Chinese side, but the base is Russian!
I do not want to march a Japanese unit up there, just to activate the Russians!

AB answered this one to me before.

It is technically Chinese (even with Russian units as it was historically almost correct). So if you play AI you can go and attack them without activating Russians. In PBEM I think if you do that you have to activate Soviets first (at least that what I would've requested if I played allies). You can look up the original post in CHS forum.

That is all correct. You won't activate the Soviets if you attack or take Urumchi, but there is a recommended house rule that you SHOULD DELIBERATELY activate the Soviets if you do this, as they would not have appreciated the Japanese overrunning this part of China, at least in my opinion.
