If you don't apply those gamey strategies you get slaughtered when playing PBEM. I've been playing WiF for 3 years and I'm only beginning to scratch the surface in appreciating the strategy. Of course a typical game of WiF takes about 100 hours to play. If you have the time to learn and play WiF, this is the WWII grand strategy game to play.
