Unoccupied bases next to enemy bases are supposed to eventually be auto-assimilated. Would the presence of a single aircraft at the base be enough to prevent its assimilation?

I've only seen it with actual troops. Some players view this 'auto-assimilation' as wrong - I like to think of it as some of the local garrison hopping into a fishing boat, sailing to the next island, having a barbie and beer, then planting the flag before sailing back [:D][:D][:D]
