I'll go out on a limb and say it's a trainer, I'll go along with the Arado possibly an Ar-96 or a Swiss Pilatus P2 of some sort?

It is a SIPA S.12. Used for CAS and COIN in Algeria. The main use was training. It is based on the Arado 396, but with French engines and all metal construction.
