Can anyone explain why the population costs for cavalry and guards is only 1 ?

If you play a smaller country, it is currently much more preferable to build cav or guard units
over infantry, because the halved population costs does not cripple your economy that much.

Seems very strange to me.

Guards are considered to be drawn partly from existing units -- hence the morale depletion side-effect of the purchase of a guard unit.

Cavalry strength reflects not only number of men but number of horses, and so a cavalry unit represents far fewer human beings than an infantry unit.
