I am playing France in 1805 scenario.
I beat Austria; before they sue for peace, i conquered Venetia and illyria. [:D]

I have ask for Tyrol and Carnolia Province.
After that i try to create Italia kingdom.
But i have not the opportunity as for kleves and palatinate to declare free state of either venatia or carnolia ! They are not in the list of countries.
And when i check for Austria relations, i still see that they have a protectorate with Venetia / Veneto.

So i lauche a previous save and i try to liberate Veneto in the treaty condition, but i cannot ! [:(]

Someone could help me to create kingdom of italia ?

The relationships between nations and countries they have conquered or are protecting are not working quite right. This is a known bug, and hopefully there will be a fix in the next patch release.

However, I should note that I don't think Carniola is an independent country, and so you can't liberate it at all. (But then it was never really a part of the Kingdom of Italy.) Only capital provinces of independent countries, and any other provinces that belong to those countries, can be liberated. Since Carniola wasn't a part of an independent country, it can't be liberated--in this case, it should become directly conquered by France.

Just to add to Mr. Z's post.

If I understand your situation, those two countries are considered conquered as long as they're technically under the protection of Austria. You may find that later in the game, they ask you for protectorate status. Strangely enough, you can take them as protectorates while still controlling them as conquered countries. You will then control any troops they have, which will magically teleport from whatever foreign armies they are serving in (in your case, Austria's). You can then make them protectorates, joining them onto your existing protectorates to create the Kingdom.

I think the only thing that can be fixed, to avoid these situations, is to have a treaty condition to liberate conquered protectorates (instead of just protectorates that are still controlled). That would take care of the first step... then you just need to hope that they come to you when they next choose to ask for major power protection.

If I'm wrong, someone correct me please.
