Its a -1 Vindicator in an experimental camo scheme tested in the late '30s.

Actually according to the US Naval Historical center (www.history.navy.mil), and under the link for the artist who did it (McClelland Barclay in the Naval Art Gallery portion) they list it as a SB2U-2 of Bombing Two. There are some pretty intresting paintings at the site.
