They're engineer units. Used to expand facilities in a base hex faster.

Ok, it's like a normal Construction Bataillon.

As Roads where a critical aspect of this war, I expected initialy they could improve roads on the map, or reduce the time spend to a ground unit to pass through an hex. Could be a nice new feature of the game.

Also since they have attack value 5 you can use them for capturing unocupied bases .
