Of course not. There are many guns with values like this in the game.
But not in RHS. Many other values are also wrong - effect should be the shell weight - anti-armor should be equal to penetration - which is never zero - sometimes both are - sometimes one is. Anti-soft is supposed to equal effect - but I think it is better to give it square root of effect (that is, shell weight). And range is sometimes wrong. But not in RHS.
