Clausel -> Militia in garrison - food costs when supplied? (5/7/2006 1:22:17 PM)

Instead of my old practice of putting all at start land units into forage I have recently limited this just to army/corps (ie impacting on them and their attached units) leaving garrison militia in supply. This coincided with a return to playing Russia in 1792 after a long spell with France in the same period, which led me to look far more closely at the economy and supply reports. These show that militias in supply in garrison whilst incurring supply costs are not using any food. As a quick double check I looked at Prussia and Sweden in the 1805 scenario and this was repeated for militias there. If correct when did this change occur as it wasn't in the original rules and I can't spot it in any patch change up to and including 2.18. I think it makes sense but just want to check.
