Do player rating still remain static until the end of the year in PS2007 or are there declines and advances during the year itself? This was always a sore spot for me and the main reason why I kept going back to OOTP

Static, sorry. I do want them to adjust dynamically, too!

They now adjust after Spring Training is complete, so you have a lot more vague-ness in Free Agency, as you don't know which players are going to improve, which ones won't, and whose going to decline.

One thing to remember, however, is that ratings don't equal performance.

I had a player who was in the high fifties in most of the key ratings, and age 22. I put him in AA, where he tore up the league, so mid-season, I moved him to AAA, where he continued to tear up the league. By August, I was out of the pennant race, so I moved him into the big leagues, where he did quite well, batting .270+, hitting a number of home runs, and finishing the year second on my team in stolen bases. The following year, he was my first-choice center fielder, batting .330, and leading the team in home runs, RBI, stolen bases, and OBP - my biggest question was "where do I BAT him?!", and his ratings were still not overwhelming.

The ratings are an abstracted layer over the top of the numbers used by the simulation engine - so in this case, I think he may have been 'shortchanged' by that equation, but it plays out very similarly to what would have happened had his visible ratings increased several times through the year to match his performance.
