Ever since Puresim 2007 came out every time I or the AI called for a pitch out the message that the pitcher will attempt a pitch out if the count is appropriate. Not wanting to appear stupid if the appropriate count for a pitch out is common knowledge and I was the only one that didn't know I never asked the question. I just had a game where I called for a pitch out and my pitcher pitched out on a 3-2 count and nailed the runner trying to steal second and then with count still 3-2 to the batter on the next pitch struck out the batter making a unique twist to the classic strike em out, throw em out DP. Now even I know that a pitch out is not called for on a 3-2 count but is there an appropriate count for a pitch out or is that just a phrase put in to the game when a pitch out is called for?

He could not of pitched out on an 3-2 count, wouldn't make sense, the walk he gave up would advance the runner and make the pitchout useless. Are you sure it wasn't a 2-2 count?

There is a bug where any pitch out/attempted steal which shows up on a 3-2 count will still go through, and then the batter will face a completely different count the next event afterwards (as you are describing). I believe that Shaun is working on it.

Typically, 'appropriate' would be '0-1', '0-2', '1-2' - the pitcher is ahead in the count and has a pitch to waste.

'0-0' and '1-1' would be borderline, but still appropriate.

'1-0', '2-1', or '2-2' are uncommon but possible.

A pitchout at '2-0' would utterly shock the runner.

A pitchout should be impossible at '3-0', '3-1', or '3-2'.
