Does anybody know why transports cannot refuel at the russian base Ohka?

Specifically I captured Russia in 43 and have never been able to refuel
a transport from this base and I am in mid 44 now..
This game has been going from the inception of WITP and this game is patched up
but the issue may have been addressed in an early patch that would have needed
a game restart..

Nobody can refuel from any Russian base. Hardcoded to prevent Allied ships (especially subs) from refuelling at Russian ports.

Seams like a penalty for the japanese player I suppose as I wouldn't mind
knowing the allies were refueling from there, I would just sink the subs
piecemeal as they come too and from..

seems kinda ridiculous to hard code something like that, when a simple house rule would suffice. Therefore allies could have their soviet fleet in CHS and the japanese can have a base to refuel ships if they conquer USSR

House rules dont work very well with the AI. On the other hand if someone looses russia against AI he/she probably shouldnt play this game in the first place. [8D][:D]
