I always start with World War One scenarios since they have less complex units. Tannenberg is a good one

Arracourt 44 was the first one I tried. And PBEM too. Few but varied units. Some air support. Arty. Or you could try Balkans 12 hotseat...

If you look at the ladders, you'll get an idea of what is popular and play balance. Best place for this IMO is The Blitz. Rugged Defence for scenarios. Or Strategy Zone Online.

Arracourt 44 is actually a lot of fun against the PO in TOAW III. It's unbalanced, but it plays very quickly, so you can try a lot of strategies to get an idea of what is going to work.

A COW short scenario which I have enjoyed in PBM is Franco-Prussian War 1870. It’s 12 turns and contains elements of maneuver, offense and defense. Plus the scenario provides an example of what TOAW can do outside the WW II time frame. Can be played both PBM and against AOwPI from either side.

This scenario comes in both COW and COW XIX versions.

Although it is a bit more complicated in terms of the unit types and assets, the West Bank 1967 scenario is a pretty good starter in that it has fairly few units, is short (10 turns), and has a fairly straight-forward map.

It came with the game. "Classic Scenarios" folder, or something like that.
