Here's an odd one:

I am playing Cuba 62. The US 1st Infantry HQ, and possibly the second as well, won't come out of entrenchment. When I click on it at the beginnin of my turn, it has 0 MPs. If I change it to mobile deployment, it will have MPs on the next turn (but I lose its bombardment abilities for the turn. Am I doing something wrong?
