Manual say,

A base that generates a daily allotment of supplies, fuel, oil and/or resources will not generate
these items if the nationality of the base is not part of the side that controls the base
.

then except airfield port sabotage, it looks like there is no reason to care for jap's garrison in chines base.

I mean Why should protect disabled facilities?

Maybe that means that if an enemy unit is in the hex, the base does not generate supplies (my understanding)? Maybe if you take over the base, that changes? Seems to be true: AFTER the base is yours, the supplies get generated - unless the enemy enters the hex.

Now I don't like this - for either side. With exceptions for technical reasons - usually small or map edge - RHS does not have these supplies (I call them "secret supply"). But the Burma Road still dumps 500 supply a day in China, map edge points generate supplies, fuel, resources and or oil in many cases (and so does Melbourne, Australia) - and of course resource centers and oil centers generate resources and oil. The former SOMETIMES also generate supply - otherwise I eat the excess. But there are TINY amounts of fish and other supply points - 1 or 2 a day as a rule - at major food points - and one big exception: Kodiak, Alaska. In RHS you mostly need resources and oil (and you have three times the resources to manage) - to make supplies - mostly at HI centers - also you make fuel there.

Finally, there are penalties of a different sort if garrison requirements are not met. These vary slightly depending on if you are playing AI or not. But my advice is - honor the requirement. It looks like if you try to take over China you need MORE troops than the garrison anyway. And players tend to forget China is what this war is about: naval air stuff gets all the glory - but if China was not an issue - there would be no war at all!

There is a difference between a DAILY ALLOTMENT of supply, fuel, oil and resources

and

supply, fuel, oil and resources generated from resource and oil centers.

In addition the AI will continue to pump supply to these bases from other bases which will be eaten up by the Partisans.

Hi, Only a select few bases get the daily allotment. In China this is Chungking. Chungking also has production centers that when repaired and supplied with resource will produce supply (even though the daily allotment will cease if base is controled by Japan)

If you don't maintain the garrision in say Shanghai partisans will damage everything there including the centers that produce supply.   If a base does not have any production at all then the required garrison will be quite low. (To prevent damage to port or airfield)

The 'daily allotment' is a measure of the supplies and fuel being delivered to the base from the surrounding area or off-map area. Oil / Resources are generated to the owners benefit.

for example, Karachi gets a 'daily allotment' - this represents the supplies being delivered by convoy from Africa/Middle East. If Karachi is captured by Japs then allotment is not delivered, but Japs get to use the oil / resources generated in the Karachi hex.

The terminology can sometimes be confusing
