I know we've gone over the situation of surrounded units being held until the supply is zero so part of their equipment doesn't go into the replacement pool. So does this mean that if you make suicide attacks and the unit or units hopefully "evaporate" then their contribution to the replacement pool is still made?

You could do this. Two points;

a) a 'successful' evaporation would reflect elements of the unit slipping out of the encirclement to the replacement pool (obviously at the expense of other elements of the unit being lost entirely).
b) the encircling forces will then be free to move on and do something else, and if you were fortified before, that status is now lost. Even a relatively small unit if fortified in the right place can be a real pain to the enemy advance.

Also note that whether their supply is "zero" is irrelevant; its a matter of whether the units were able to draw supply at the start of the turn. So this gambit would only work for force 2 on the turn on which their units were cut off.
