This wasn't too clear in the manual, but you can permanently eliminate a nation if you win a total war against them.
In v. 1.1.0 (which I'm playing now) the nation remains, but has no troops. It declares war on me occasionally, but soon surrenders due to insurrection. In the treaty, I get it to pay reparitions.
An odd thing (this may already be fixed) is that the conquered capital provence starts producing corps units (for free) each turn. Odd.
If France can work with Spain and Turkey, you should be able to eliminate Sweden, Prussia, and Austria (on normal difficult, anyway. . .)
