I thought this was fixed in a recent patch, the AI have provinces ceded to it that it is not in contact with.

Here you can see Carelia was ceded to Spain, Ingria to France, Livonia to Prussia, and you'll note on the minimap Spain and Prussia have 2 more provinces in Russia that they never had any contact with the entire game.

(Side note: All of the other individual provinces belonging to a nation not in contact are Protectorates).

If this wasn't fixed, my mistake, I thought I read in the readme it was.

I believe the rule is that you can conquer a province as long as it's not completely surrounded by friendly provinces -- I don't think it's necessary to actually be in contact with the province yourself.  There may also be some hard-wired exceptions to the rule... I'll have to look over the code again to be sure.
