A large number of scenarios have the maximum number of events allowed in COW (500). I am not aware of any publically available scenarios which take advantage of the increased limit in TOAW III, but it is only a matter of time. As to TOs, well, it's a fairly meaningless measure, but Bob Cross' Soviet Union 41 has more than twenty.

Gothic Line 1944 has 841 events. In time, there will be scenarios with 999 events.
