I'm only asking this about Scenario 15/16, as those are the only two I've ever really looked at and played.

Anyway, while looking through the units at start for both sides, I noticed that most Japanese units have somewhere between 0-10% disabled, while most Allied units have somewhere between 33-66% disabled.

Is this purely a gameplay balance to make it easier for the Japanese to take territory in the beginning, or were Allied units really that depleted/unprepared/undersupplied (whatever the disabled is supposed to represent)?

There's a setting in either the Scen editor or DB editor, that is "at start disabled". It's a percentage, that as you saw, is number of at start squads disabled.

It probably is related somewhat to "slowing the game" a little. I don't know about "balance", but I think it's just more to slow things a little.

As I recall, in the '45 scenario, the disablements are at 0, or a very low number. Because as Japan, I have divisions at full and plus strength, with nothing disabled (I presume the same for Allies). Which is ironic, because I would think as the war progressed, the formations would if anything have been bled a little, but I really have no idea.

I would guess, and have based that part of my mod on it, that the initial disablements is to reflect the lack of preparation for war on the part of the Allies. Preparation isn't just planning (Prep Points), but also maintainance of units and equipment. I've lowered or removed initial disablement for a lot of Allied units in Malaya, the DEI and the Philippines in my mod, based on this view of it.
