Are these too easy for offering nations to get accepted at present? For example in a payment treaty between Russia and England - the latter accepted Portugal(!) as one of three neutral countries being respected by Russia for two years(the others being Batavia and Friesland) in exchange for a massive payment to Russia. This for a Russia that was no further west than its protectorates of Poland and Denmark, was allied to England which was at war with France, and had no other western allies. Similarly Spain accepted respect neutrality clauses for North African countries from the same situated Russia.

Shouldn't neutrality promises be restricted to those countries in close proximity to the offering nation (eg within army movement range by land or sea convoy, if a home fleet is available with sufficient capacity/range). Not to distant countries which it has no realistic power to threaten?

In fairness the game does provide for recipients to express no interest - the problem is that this seems to be based on their situation only rather than also factoring in the ability or not of the offering power to harm the country concerned.

In the absence of a self denying ordinance, is there anything that can be done to change this or am I missing something?
