Question involving War In The West scenario, but applys to others. Can Germany attack an area under an exclusion zone without first taking a TO that DOW's that area? EG France, Belgium, Luxumberg and Holland are all excluded, but German units physically adjacnt to the boarder CAN attack Allied units, although they can not move into the area, nor can the Allied units move at all. Is the attack legal? I believe there is a general rule about that situation, but the only place I found it was in Europe Aflame (it is illegal there). An answer would be a major help, not only to me; there are a number of European WW2 scenarios where this can happen. Any input would be greatfully appreciated. Tom
