Subs have become like other units: they do not expend supplies (torpedos) when they op-fire. Instead, when they are fired upon in the opponent's turn, the subs "dive deep" and will no longer op-fire. So it is actually sort of easier to bypass them. In exchange, they have the dispersion bonus which helps them survive at sea and they cost 1PP less. I think the mechanism works well, although as I recall I didn't like it when I first heard it. So give it a chance. I'd consider the torp count a result of intelligence and dutiful logging of sub sightings and incidents by naval officers. Just like if YOU are very careful and observant over multiple turns in the game you could probably figure it out 75% of the time as well. I'd personally rather not have the FOW mechanisms reward/encourage such fastidious note taking.
