Protagonist -> WA Transports inside frozen border? (11/4/2006 5:45:12 PM)

When playing the AI as Japan, the AI will bring WA transports within the Pacific Frozen border. Specifically, the AI will bring transports and supply to the Gilbert Islands zone and move a transport up to the Marshall Islands sea zone (for scouting I assume). Is intended usage in allowing you to move transports through frozen zones as long as you don't click on it, much like you can move past impassible zones but not click on them? The key here is that you can use transports defensively and prevent Japan from setting up in any zone you want since you are essentially turning the sea zone frozen to most naval units. You can prevent Pearl Harbor with enough transports by forcing too much combat along the way. Trading transports for potentially losing Heavy Fleets seems like a good trade to me. Not to mention the scouting benefits as well as pinning Japan in and keeping them within a certain range for a counterattack.
