Is it possible to create a scenario that has generals attached to containers at the start? It's really annoying to have to attach all of the generals each time you play.

I don't think you can start them in containers (?) but you can mod the scenario files so they start in provinces other than DC/Richmond.

No, it's not possible to have them start attached.
