How do you supply troops by sea? I'm trying to invade the gulf coast as was done historically, but every time I try my troops die off due to lack of supply and cannot occupy territory. Is this not supported or am I doing something wrong?

Sea supply allow replenishment of supply, but provices a base level of 0 resupply. You have to raise the supply priority in order to actual receive any supplies through sea supply. This is intended to model the high cost of providing sea supply. Essentially, any invasion force should be on high supply.

This was a point that received quite a bit of discussion during the beta and was one of the few points where the testers were never able to reach a clear consensus so it wouldn't surprise me to see a lively discussion here as well.

Cities and forts can be sieged and conquered anywhere. However, a province can only be captured if you control an adjacent province. So, amphibeous assaults can siege and capture coastal cities but not provinces and therefore you cannot effectively create a "beach head" for expansion.

Sea Supply also needs a friendly Fleet container parked offshore as well.

Sea supply has been increased to a base of 1.  You do need to set supply priority to high in most cases in order to supplement this.
