Germany Spying on Japan.

I've done a few test runs. And had German spying on Japan as high as 30 with like 8 japanese security and season after season I get no techs.

Is a bug verdad?

Chances are small that Germany can benefit from spying on Japan because in most cases its tech levels are better. Therefore there is not much to gain other than fighter range which is one tech Japan clearly has the lead in. Also another thing to consider is that you actually have to have at least 1 point expended on a tech in order to get free tech points in that field. For instance in Japan's case, I always put 1 point in both light fleet and heavy bomber ASW tech. When done early I can usaully score a few free points from the WA's in these ASW fields before the WA's security gets to high.

I think Jesse is right here, you may have forgotten to put 1 tech point in each field you wish to steal from.  30 spies on Japan at 8 security HAS TO give results, it always does......if  you put a point in where needed.

Well to provie a little more info, I'm not getting any airspeed increases.  I am playing a PBEM game so I'm not sure if that is affecting it.
