OK so why is it that any camps you build in Topeka don't appear to count against the maximum number of buildings in the city?

That's true of all cities as far as I know. Camps don't take a space but oddly, you still need at least one open space to build a camp. Not consistent but am not complaining. I once had something like 6 camps in a city with one mansion. I think it was in Michigan or Wisconsin, I forget. I assumed it wasn't a bug so I never reported it but perhaps it is?

I think this is being changed in the upcoming patch. Can't swear to it, but I'm pretty sure.

It seems to me that the Mansion counts against its own limits as well, build one and you have 3 spaces left, is that right?

No, I am not sure. Thus the question. I will be more observant to see, it just "seems" that way when ever I build a new mansion I just end up with 3 more slots.
