Do contested hexes with resource centers still produce supply and resources while being contested? Same for HI, will they produce while under siege?

Resources (and their associated supply) don't produce in a contested hex.

HI does produce in a contested hex.

Sort of related question - can bases/units draw supplies along a rail/road, through a hex with both enemy and friendly units?

Thanks ctangus, that may explain why I'm having a little difficulty running my Allied opponent out of supply. I am wanting the HI, but that be working against me.

And Yakface, I'm not really sure of the answer to that but maybe someone will come along who'll be able to answer that.
