Your question isn't clear to me. Couple of thoughts that might help:
- Use the X hotkey to see if a HQ unit has moved or not...
- If you've moved the HQ and want to see how it will resupply attack bullets.... Select the HQ and then click on the number 2 (next turn)... If its red then the HQ won't resupply attack bullets next turn.
I think what Aknaton means is how can you tell a static HQ that will suffer penalties on turns following it moving from a mobile HQ that will not.
If he reads part 3 of the Designers Notes he will find the answer. There is a "no-go" symbol in the part of HQ unit info box that shows how many movement points the unit has.
