Is there any way to get around the restriction on number of OOB's? It would be really nice if we could get more space for the Germans, split up the three Frances, etc. We could even add new countries, hint, hint. This would also save small nations from being sacrificed to make space for more big-country stuff. Is this too major a coding issue?
