I am having 2 problems with understanding victory conditions. I just finished playing the union. Problem 1: Let's say I have occupied 16 enemy cities - 6 of them are capitols. One city (noncapitol) is in unrest. Looking at my victory status I am receiving a 15 for cities and 0 for capitol. However according to the instructions you are supposed to receive at least 1 victory point for each city and 2 additional Vpsa state or national capitol. I would think that means I should have 27 vps (subtracting the one city that was in unrest and not considering population size. Problem 2: anaconda plan. I executed this plan successfully I think. I have occupied all of the miss river. I have blockaded all of the CS ports. I am getting only 2 points. My interpretation of the rules are that I should get 6 (2 for river control, 2 for 50% blockade, 2 for 100% blockade). Maybe the problem is my interpretation of what a ship unit is. Does 30 units mean I have to have purchased 30 ships (at 200 each) or does a purchased ship consist of 10 units? I assumed the latter and developed blockading fleets of 3 ships The idea that I had to purchase 30 ships per port blockade seems a bit much cost-wise. I love this game btw. I finally managed to win playing the Union at intermediate level. The difficulty for the Union seemed fairly historically accurate. A forage-cap tip to the developers [&o]!
