What does the 'reform' mean in the theatre options in this scenario. The theatre option gives you these units, for a vp cost. I wondered if 'reform' meant more what was happening in the US as to making, or re-creating these units

It means literally to reform the four tank battalions that were disbanded early in the war. For each To you activate will deploy a new Tank Bn.
