My first impression would be a gun boat...heavily armed, but looks like its for coastal patrol.

The same website runs a strory of Ilmarinen. Basically these two were the only "capital" ships of Finnish navy during WW2. http://users.tkk.fi/~jaromaa/Navygallery/Coastal/Nordwind.htm
