AcwGovReq.txt file mod info request (Full Version)

Looking over the "AcwGovReq.txt" file, I see that some of the entries are negative, blocking those requests for those particular bldgs. However, using Delaware as an example, since it only has a 0, does this mean it has the "normal" chance for any type of bldg, or does it mean it won't request any bldgs. at all?

If a state just has a '0' that means it has an equal chance of requesting any building, with none on the "preferred" list or the "banned" list. I guess nothing about Delaware stood out...
