I am playing the Southern Steel scenario. In it, I allowed a rebel army to take Cairo, and I retook it. Unfortunately, they left two gunboats parked outside that I cannot get rid of. I've tried everything--parking my gunboats there, parking an army, et. al. Is there any way I can remove them?

Gunboats (and siege artillery) should be destroyed if they are alone in a province with enemy units.  If you've recaptured the city Cairo, then the boats there should be destroyed.  I will see if I can replicate this.
