Is there a way to load Dutch ABDA land units on Dutch ships so I can pull some of them back? Or do I need to change their headquarters, first.... (Same for USAFFE, I suppose.) Is it arguably more "historical" to use the Dutch land units as static defenders?

I do it, but I must "purchase" whatever units I will be moving.(Gotta change the HQ they are going to be working for.)
I move mine usually to SW Pacific command.
Be sure to check each unit carefully. If it contains any kind of a *static* component, you can waste your points changing the HQ just to find the unit cannot be moved!

You have to change their HQ assignments.  Restricted Command units cannot be transported either by ship or aircraft.  (The list of Restricted Commands is in the manual under Air Units.)

If you want to duplicate the initial Dutch mistake, you can leave the troops as static on their respective islands. I like to spend some PP to redistribute the dutch troops among their bases. This doesn't prevent the capture of the SRA, you'll need to bring in Commonwealth troops for that.

Some people pull the dutch troops out of the SRA completely. I don't feel good doing that, at least until they've tried to fight for their possessions. Besides, the DEI is a great place to attrit the IJN.

As mentioned, you have to spend the PPs to change their HQ.

I only play the AI, but...

1. I only evac a unit from Philippines if I can make a legitimate attempt to get the whole unit out. Saving one squad and rebuilding a Regiment seems a bit gamey.

2. I keep Dutch units on their starting island.....untill Java is invaded. I will consider evacing Dutch to Timor after Java falls or is certain to fall.

3. I keep the Dutch merchant shipping in DEI. US could really use all those little APs the Dutch have, but I keep them in DEI till after Java can no longer be held.

4. No Dutch Oil and Resources are sent to Darwin till after Java falls or certain to fall. I will strip as much oil and resources from Palembang/Borneo as I can {pulling it to Soerabaja}, but it stays Dutch till all is lost. Perhaps ahistorical, but there is no way to simulate doctrinal, strategic and political differences between the various nations.

5. Once Java falls or is certain to fall, I let a little more allied cooperation occur. But for the most part, Dutch fight in the DEI only.

Some gamers think it wrong to evacuate anything from DEI or the Phillipines, and try to stick to the historical defencse, rather than save the units from a (now) known out-come.
I have some theories that reinforcements might have gotten there to save them, but I have never had the guts to try it.
Maybe I need to try it![:D]

Evacuating dutch units is"gamey", but not less than leaving the PI or most of the DEI almost without garrison and then invade PM with 6 divisions when IRL it was attempted with a brigade.

As for not sending oil and resources out of DEI I don't see your point. Java had very few industry at the time and was sending oil and resources elsewhere before the war I don't see why they will change this later.

I can't agree with this one at all. Royal Dutch Shell is/was as commercial entity, and they wouldn't be making any money if they don't sell their product. Especially after the embargo on selling oil to Japan, the allies would havehad to take up the slack and buy the product. Therefore, I feel that taking as much of the dutch oil and fuel out of the DEI as possible is not only a good strategy, but quite historic. I'm sure that Royal Dutch Shell would prefer to sell it to the British and Americans over leaving in the tanks for the Japanese to steal.

What do you guys do with MacArthur - do you evac him from Manilla, or let him fight to the last with his men?

(When the game started, I found Mac in two places - at the HQ in Australia as well as the one in Manilla.  I left him in Manilla, but now I'm considering evacuating him with a fragment of his HQ unit just before Manilla falls.)

Get the Dutch and USAFFE base units out as soon as you can. They have next to no assault strength so their absence will not have much effect on combat but their avation support units are priceless in the first few months of the war.

Ahhh... but without their engineers, the Dutch defenders are less likely to damage the oil facilities when the Japanese attack... It's all a delicate balancing act...

But with the aviation support, one can keep bombers flying with which to bomb the oil facilities.
