In WITP there are two types of radars: air and surface. Having a radar on a ship or base will allow you to scramble more fighters than the % of CAP you set. It works well for the Allies and wasn't working for Japan until the lattest patch. I have seen a little more CAP since. As for ships, radar will assist ships to have a better detection level on enemy ships (or at least it is as I understand that) so you will have less chance to be surprised (that is sure), maybe more to surprise it (not sure) and probably more chance to hit it with gunfire (or at least you should have). That is only a personnal theory but it seems to me that radar works better when the flagship of the TF has one... As for upgrading IJN ships, I won't do that for radar only but the increased AA is a must-have, so I usually spend the fuel and time necessary to send them to a repair yard. By the way, you don't need to go to Japan, any repair yard (Singapore, Hong Kong, etc...) will allow you to upgrade your ships.
