Does a carrier have to be in port with over 20K supplies to get new pilots or will any port do? Thanks.

I could well be wrong but i 'think' its

1- port over 20k supply

or

2- in a port in range of an HQ (i believe independant units can draw from any HQ in range), with some supply (less than 20k)

i wasn't aware there were any port restrictions on PILOTS.

if he doesn´t get planes, he doesn´t need new pilots anyway! At least in most cases! [:D]
