Blue Union border color

I've changed the Federal border colors to a flat blue color (as opposed to the default, glossy purple-ish color). The Confederate states remain red, but flatter and less glossy. [image]local://upfiles/7532/C5EB6B2DA4BD4FD1BFBC2E68638E63AE.jpg[/image]

It's a jpeg image above, so that's a little flatter than it appears in game. But the RGB values are basically correct. Here is the text file (goes in DATA folder - backup your original).
