For CHS, is the climb rate really as important as the MANUAL makes it out to be? How does climb compare to the other factors such as speed, maneuverability, gun value etc? Is it AS important?

No - it is mainly used for scramble in attacking incoming enemy bombers... if you have your CAP too low, a good climb rate can get your fighters into attack the bombers.
