davethe road: You might enjoy reading some of the histories of WWII about the strategic bombing and economic effects etc. The Oil Fields in Rumania were the major source of production for the Axis. They were so important the Allied tried bombing them from their bases in Italy/Med using long range B-24s. While we did not fully understand it at the time (we focused on ball bearings as a bottleneck) oil was the most critical link in the axis infrastructure. The early war was fought using stockpiles and imports from Rumania, the mid war relied on captured fileds in Rumania, and when they were gone a small supply of synthetic fuel and stores. Indeed, the quality of all axis fighters was hampered by a war long lack of high quality aviation fuel. Essentially we had "100 octane" and the Axis never much better than "90-95 octane rating" fuel. Even with full production their fuel was not adequate in quantity or quality. Thus, except for going below zero, this is not much of a bug.
