it's a bit of a weakness in GoA IMO - that and the surrender rules. Serbia fought on, for example, although entirely over-run, and maintained 2 "armies" in the Salonika front - in GOA the whole country would be over-run and all Serb forces removed. 125 - 150,000 Serb soldiers escaped the fall of Serbia - evacuated by the French to Greek Islands, mainly Corfu. They were reorganised into 6 small-ish infantry divisions (9600 men each instead of 16,000 pre-war) and 1 cavalry division - so each of those 2 "Armies" was probably a corps - in any case you just can't do it, and even if you held a corner of Serbia I don't think you'd get enough equipment points to rebuild 2 Serb corps. I dont' see that the Belgians would have disbanded had the allies been pushed out of that last little enclave of Belgium at the coast either. So I'd like to see the surrender rules changed just a little bit to reflect this - and be able to transfer equipment points to minors so they can rebuild their forces.
