ORIGINAL: Joram No, you can only capture a province if it's next to a province you already own. You can however, as you discovered, capture any city or fort regardless of what you can do to the province. Also note that you do not (or should not) consume supply while inside a city/fort but you currently run out of supply if you don't own the province in my experience. For your second comment, I'm not sure. If you don't own the capital, you can't recruit/build in any city in that state. If you somehow managed to get a unit from Charleston, that would appear to be a bug but are you sure it was a friendly unit? I've had enemy units produced while I was besieging. Maybe he conscripted the same turn you captured. I'm not sure of the order of things but perhaps it popped out before you controlled it. Of course, if it was friendly, then that blows my theory out of the water and it would appear to be a bug. You have a screenshot or a saved game? Okay i get the province thing but charelston is a bug, it is a freindly unit, i might send a email with file to eric if he is willing.
