If I choose to buy less units than possible for the points, lets say only 1.5k points worth, will the computer opponent numbers be scaled down accordingly?

The AI buys its forces based on what you spent, not what you have TO spend. It will still follow the ratios and other settings (Hardx2, for example), though.
