I received the message in the title when I tried to start a new game using the beta patch. I picked the July 1861 Scenario and the game hung with only the problem window that would not go away.

Any ideas?

I did a search and found a couple mentions of this error...however I don't have any mods installed and I was trying to start a new game...should I try a different scenario?

I think I know what this is.

For some reason, the installer that Matrix made for this new patch seems not to have handled the scenario folders correctly, so you probably chose the old July scenario, which has some very obsolete files, and is missing other files. The way to fix this is to go into Windows Explorer and find the Forge of Freedom folder inside the Matrix Games folder, and then click on the Scenarios folder, inside which there should ONLY be "Small Setup," "Southern Steel" and two "Coming Fury" folders (one of which is economically balanced). Delete any folder that doesn't match those four.

It might amuse you to know that this very same thing happened to me just a few days ago!

One would have to have to expand the definition of amuse a bit, but in a sad and pathetic alternate universe, yes I suppose that would be possible.
